The new Andalusia Government is in power: What will the new Government of Andalusia do for the self-employed and entrepreneurs? Repeating 2018 plans, commitments, and promises.
From the said to the done, there is a stretch. Extrapolated to the electoral field, from what was promised in the campaign to what was finally implemented when governing, there is usually a distance. Therefore, to speculate about what will happen during the legislature based on the electoral programs of the parties (whatever colour they are) is a demanding exercise of credulity.
In the absence of crystal balls, it is the only option left therefore, this is what awaits entrepreneurs and freelancers with the new Government of Andalusia.
Juan Manuel Moreno Bonilla's PP has won the Andalusian elections and will now try to form a government. It will achieve this thanks to the absolute majority won they needed fifty-five seats and have achieved fifty-eight.
New Andalusia Government
In the section called Economy: openness and entrepreneurship, the PP undertakes to make available to the productive sectors different venture capital programs and new financing modalities (crowdfunding, fintech, venture capital, business angels), with financial endowments and control for the correct execution of projects.
In addition, they assure that they will approve the Recruitment and Retention Plan for Innovative and Digital Talent in Andalusia with the aim, they emphasize, "to turn Andalusia into a place of reference for professionals in the digital economy".
The Government of Andalusia also promises to execute the General Entrepreneurship Plan of Andalusia, which was approved in the Governing Council of June 8, 2021, and has not yet been executed.
Another of the measures contemplated in the PP program in the Andalusian elections is the implementation of a Strategic Program for Entrepreneurship and Innovative and sustainable Self-employment in rural areas of Andalusia "to combat depopulation and improve sustainability, promoting the circular economy as a new model of sustainable production and consumption".
New Andalusia Government bureaucracy
To speed up the bureaucracy, they affirm that they will implement a Single Electronic Platform for "the processing and resolution of the administrative procedure linked to the creation of companies and the start of economic activity".
They aspire, according to the program, to become "the first region in southern Europe in digital transformation". To this end, they will promote, "together with the City Councils, the creation of digital entrepreneurship centres of collaborative use for the development of start-ups, which allow the youngest to apply their talent".
And they will launch the Andalusian entrepreneurship digital platform, "a one-stop digital shop for entrepreneurship," they explain.
In the section of the Andalusian PP program dedicated to the self-employed, they boast of having broken the record of self-employed workers, reaching "the top of the ranking of affiliates to the RETA, with almost 566,000". In the same way, they point out that the Government granted 224,000 grants to the autonomous of Andalusia.
Regarding the policies and aid for freelancers in the Junta de AndalucĂa, they guarantee tax benefits, exemptions, and bonuses in entrepreneurial initiatives of entrepreneurs and freelancers.
New Andalusia Government promises
Likewise, they will activate aid to the self-employed in the hiring of the first worker, covering 50% of the contribution during the first 2 years.
Another announced plan goes through digitization and is "aimed at promoting training among freelancers, improving management and opening new businesses from the digital".
They refer to training, with the promise of the implementation of the specific Vocational Training Plan, as well as the enhancement of the accreditation of competencies, "that take into account the professional experience, the homologation and professional qualification of the self-employed".
This aspect, however, depends on the central government, which, in fact, has already made the process of accreditation of professional competencies more flexible since, they assure, "half of the active population in Spain cannot demonstrate their knowledge".
There are also promises, commitments and plans that already appeared in the electoral program of the Andalusian PP in 2018 and that are being signed up again now because the Government of Andalusia has not implemented them.
Highlights one of the star measures thinking about the autonomous of Andalusia, announced by the popular candidate at a campaign event in Torremolinos (Malaga).
Specifically, he referred to a "Zero Quota so that young people under the age of 30 who establish themselves as self-employed do not have to pay social security contributions during the first 2 years of activity."
This same measure was repeated, up to four times, in the PP program for the Government of Andalusia of 2018.
There are more repeated promises in the trade and crafts sector. In 2022, the Government of Andalusia undertakes to develop a Plan for the Modernization of Andalusian Commerce for the period 2023-2028. In 2018, the proposal was a Modernization Plan for Andalusian Commerce, "which promotes innovation, information and modern technologies in small businesses".
