After a summer marked by several heatwave episodes and the surge in energy prices, Prime Minister Elisabeth Borne promised concrete actions – such as the release of a "green fund" with 1.5 billion euros for the ecological transition of local authorities, and a depreciation of the increase in energy prices for the "most fragile" – and threatened companies to tax their "superprofits".
It's time for concrete decisions. After Emmanuel Macron's gloomy warnings about the next difficult months, Elisabeth Borne announced, on Saturday, August 27, initial measures to respond to the energy and climate crises.
The Prime Minister announced the release of a "green fund" with 1.5 billion euros for local authorities to "help them accelerate their ecological transition".

The head of government also promised that the executive would cushion "the increases" in energy prices after the end of the tariff shield in December, thanks to "specific provisions" for the "most fragile".
The Minister of the Economy, Bruno Le Maire, assured him that the increase in electricity and gas in 2023 would be "contained".
Before an expected speech before the Medef on Monday, Elisabeth Borne threatened companies to tax their "superprofits" while encouraging them to especially lower prices or to give purchasing power to their employees, using full, for example, the tripling of tax-free bonuses (so-called "Macron bonuses") that they can pay to their employees.
The taxation of "superprofits" is being debated within the majority, with MEPs arguing for a "reflection" in the autumn.

These files will also be on the menu of the back-to-school seminar which will bring together all the ministers at the Élysée Palace on Wednesday. On this subject as on others, while he does not have an absolute majority in the Assembly, Emmanuel Macron intends to build a form of consensus by launching on September 8 the National Council for Refoundation, an already controversial body that must bring together elected officials, field actors, civil society.
But the oppositions, who returned this weekend, doubt its ability to meet these challenges while its environmental record is considered very insufficient.

In this context, Elisabeth Borne did not rule out the use of Article 49-3 of the Constitution, which allows the adoption of a text without a vote, for the budget in the fall, because "the French did not ask us to stand still".
