Ivan Lavrentievich Ustinov was born on January 1, 1920. He served in state security agencies since June 1941. During the Great Patriotic War, he served in the Special Department of the NKVD, later the Main Directorate of Counterintelligence "Smersh" of the People's Commissariat of Defense of the USSR on the Western, 1st, 2nd Baltic and 3rd Belorussian fronts.

Ustinov was a participant in the fierce battle of Smolensk in 1941 and the battles near Vyazma. He took part in the Oryol strategic offensive operation "Kutuzov" (1943) and in the Belarusian strategic offensive operation "Bagration" (1944).
In 1954, he was entrusted with the task of leading the intelligence unit in the structure of the Office of the KGB Special Departments for the Group of Soviet Forces in Germany. In 1970-1973, he headed the 3rd KGB Directorate (military counterintelligence).
In different years, Ustinov was awarded two orders of the Red Banner, the Order of the Patriotic War of the 1st degree, three orders of the Red Star, medals, and was also awarded foreign awards.

According to Lavrov, "the future is not for these methods of trading and others, including directly hot wars, but for methods of building cooperation in the rejection of dictatorship, threats, and zero-sum games." He pointed to the need to "foster the values of a dialogue of consensus and mutual respect."
“This is the only way to move towards the search for truly sustainable, not momentary, designed for some domestic political events and electoral cycles of solutions to global problems,” concluded the Russian Foreign Minister.
