Elon Musk has admitted on Monday in front of a court in Delaware (United States) that being CEO of Tesla is not his thing.

"I rather hate it a lot, and I'd rather spend my time on design and engineering, which is what I inherently like to do," Musk said of his position as the company's director, according to The Wall Street Journal.

Elon Musk has also said he put a lot of effort into "not being the CEO of Tesla," according to Reuters.

"But I have to, or [if not], frankly Tesla will die," he added.

These comments are part of his appearance before a court in Delaware (USA) to defend his 2016 decision to acquire the solar panel company SolarCity.

In 2017, Tesla shareholders sued Musk and accused him of pressuring Tesla to pay much more than necessary for the acquisition. They alleged that Tesla's CEO was helping rescue SolarCity because it was founded and directed by his cousins, Lyndon and Peter Rive.

At the time, Elon Musk was the president of SolarCity and held a 22% stake in the company.

The Government prepares the spending ceiling for the 2022 budgets: this is the schedule to approve public accounts on time and their main obstacles

Once the ministerial cabinet has been remodeled mid-term, the Government is preparing to approve before the end of the month the spending ceiling that will define the economic margins of the General State Budget for 2022, which the president of the Government, Pedro Sánchez, has predicted at the beginning of July that they will be ready to enter into force from the first day of next year.

As for the spending ceiling, the economic vice president, Nadia Calviño has confirmed to TVE on Tuesday that she is already working together with the Finance Minister, María Jesús Montero, in defining the budget ceiling for 2022, which is the first step for the preparation of the public accounts for next year. Calviño has asked for the support of all the political groups and has anticipated agreements with them, specifying that he expects more complex negotiations regarding labour or pension reform.

However, the vice-president has not clarified in which Council of Ministers the spending ceiling will be approved, despite the fact that the dates for the budget limit to be approved before the end of the month, according to the deadline set by the Government, are exhausted. Thus, the spending ceiling should receive the final approval on the 20th or 27th to advance in the preparation of the budgets before the summer break.

The Government made the first step for the preparation of the budgets the 28th of June, when it was published in the Official Bulletin of the State, the rules for its preparation, which ensures that these accounts seek to support the short-term economic recovery and to boost the medium and long term, "the process of transformation and modernization of the Spanish economy that will lead to a more sustainable development and resilient from the point of view of economic, social, territorial and environmental".

In addition, the text stresses that the public accounts of 2022 will be aligned with the sustainable development goals of the Agenda 2030, with plans for reforms that will be spent european funds to the Executive sent a few months ago, the european authorities for approval to develop the Plan of Recovery, Transformation, and Resilience and the Stability Programme 2021-2024, which provides that a public deficit to 8.4% in 2021 and 5% in 2022.

With this legislation, once the Ministry of Finance set the spending ceiling for 2022, the Government will have until 30 September to develop the draft of the State Budget for 2022 that would provide the margin of time for the accounts to be reviewed by the Congress of Deputies and the Senate, as provided for in article 134 of the Constitution, which stipulates that the project must be submitted to the Parliament at least 3 months before the expiry of the previous budget.

In the event that the Executive manages to present its draft budget to Congress before September 30, its budgets for 2022 could be the first in 6 years that manage to be processed on time, although for this it will need to maintain the support of its parliamentary partners. Last year, the Government managed to approve the 2021 public accounts to come into force on January 1, but it was thanks to a process of processing accelerated by the pandemic.

Despite the tightness of the budget approval calendar, the search for consensus among government partners and their parliamentary allies represent the main difficulty for the implementation of the new public accounts from January 1, 2022, to which we must add the internal dissensions on fiscal policy or housing in the coalition and the complex relations with ERC and Junts.

Beyond the expected rejection of the 154 deputies of the PP, the far right and minority parties such as Ciudadanos, the CUP, UPN or Asturias Forum, the Executive must seek agreements with the other 12 formations with parliamentary representation, which have 42 deputies, to add a sufficient majority of at least 176 votes. The Government contributes from the start the 120 representatives of the PSOE and Unidas Podemos, 35.

Thus, the governing coalition needs to add at least 21 of those 42 votes to pass the phase of amendments and the vote for the final approval of the public accounts by 2022. Taking into account the dialogue with the president of the Catalan Generalitat, Pere Aragonès, of ERC, and the harmony shown regarding the distribution of European aid with the PNV and in terms of social policy with More Country and Compromís, these 21 votes seem a feasible objective.

In the Senate, the situation is even clearer, given that the government needs 133 votes for the absolute majority, of which 114 are insured by PSOE and Unidas Podemos. The remaining 19 votes could be obtained through some combination of their support in Congress, given that the PNV has 10 senators, ERC with 13, Teruel Exists with 2 and More Madrid, Compromís, Més per Mallorca, Geroa Bai or Adelante Andalucía have 1 each.

Thus, obtaining parliamentary support does not present the same difficulties as at the beginning of the legislature, but the problem could arise precisely among the government partners, after the Executive agreed last April with Brussels to delay the tax reform agreed by PSOE and Podemos by sealing their coalition, which has generated tensions between both parties.

However, less than a month after the agreement with Brussels, the Minister of Finance, María Jesús Montero, announced that changes in corporate and Wealth taxes and in the income TAX rebates, VAT and other rates would have to wait until 2023, although she later specified that they could be delayed beyond that date if by then GDP has not returned to its pre-coronavirus levels, a situation that the Executive expects to occur at the end of 2022.
